SANDWELL METROPOLITIAN BOROUGH COUNCIL Sandwell Towns Fund- Business Case for Cradley Health Satellite Education Hub Regeneration of brownfield site including diversion of essential services to provide a new 3 story skills hub.

The proposed scheme is aimed at three groups of learners: + 16-18-year-olds + 19-24-year-old NEETs + 25+ (un)employed adults. The building will provide state of the art teaching and learning facilities, which will help impact both student recruitment and the overall student experience. The scheme will allow for an expanded educational offer for young people, allowing local access to post 16 provisions, including Traineeships and Apprenticeships. For those aged over 19, the scheme will provide access to basic skills, digital skills, and ‘first rung’ provision, as well as housing the adult ‘Gateway’ activity into job growth sectors funded by the Combined Authority.

The building incorporates state of the art ‘breathable building’ technology to lower the carbon footprint yet providing comfortable controlled internal environments.

The building was procured under a two-stage procurement approach based upon Stage 3+ design. Following a successful first stage the successful Contractor has been appointed based upon an agreed target cost to be concluded as a Lump Sum JCT Design & Build Contract.

EMMAUS have successfully provided cost management services supporting the team through design gateways as the scheme developed. We successfully anticipated inflationary pressures in our market, providing a cost advice and reporting service that provided real time cost updates to steer the design development and keep within the original budget envelope.
